The emerging requirements for robust telecommunication networks to support educational needs significantly accelerated in the mid 1990s. High speed Internet access and interactive video were progressively becoming integral components of the educational system at all levels: K-12, Community and Technical Colleges, and Baccalaureates. As a result, each educational sector was requesting funding from the legislature to implement and operate telecommunication networks.

Recognizing the inherent inefficiencies in this fragmented approach, the legislature developed the concept of a single, homogeneous educational network that would serve the needs of the entire, statewide educational community.

This action marked a major milestone for the entire State of Washington educational community. For the first time, K-12, community and technical colleges, public and private baccalaureates, and public libraries were directed to work together to develop a single telecommunications network that would meet the combined needs of these diverse educational sectors.
